Tempest is the name of a utility company which owns at least one large water treatment and drainage facility on the Island.
Water Treatment Facility
The Fisherman is captured during the events of Estranged: Act I and taken near to the entrance of the Tempest water treatment facility. The Fisherman evades capture and heads into the facility.
The facility itself features winding corridors, lifts, waterways and multiple sets of stairs, and is overrun with Infected humans.
